Name PER-222 Public Safety WMD Response - Sampling Techniques & Guidelines : ( PER-222)
Description This course will prepare hazardous materials (HazMat) teams within State and local emergency response agencies to conduct public safety operations at weapons of mass destruction (WMD) sites in a safe and efficient manner consistent with established crime scene/evidentiary guidelines established by the Federal Bureau of Investigation. The course will challenge participants to develop a systematic approach to managing a WMD scene in which the public’s safety is at risk. The course evolves from traditional problem-based classroom activities into a series of scenario-based practical exercises. Participants who successfully complete the course are eligible to participate in the Advanced Chemical/Biological Integrated Response course delivered at the Dugway Proving Grounds. PREREQUISITES * Successful completion of a WMD awareness-level training course is highly recommended. Being a certified HazMat technician qualifies a participant at the primary level. Demonstrating a need-to know job function required to support, supervise, and/or work with individuals responsible for collecting, receiving, or processing samples from a contaminated environment qualifies a participant at the secondary level. * Current document attesting to medical clearance and respiratory fit test on file. * Participants must have a government-issued photo ID. * Participant application must be complete. * Familiarity with biological and chemical agents is recommended. TARGET AUDIENCE / DISCIPLINE * Law Enforcement * Fire Service * Hazardous Material (HazMat) * Public Health COURSE OBJECTIVES * Participants will be able to articulate the course purpose, goals, and objectives; summarize how course materials can be applied to meet public safety WMD response and sampling performance requirements; and explain the participant performance evaluation process. * Participants will be able to respond to potential WMD events in an organized and systematic manner, and follow the logic of public safety processes and procedures. * Participants will be able to identify basic sampling tactics, techniques, and procedures and follow WMD sampling protocol. * Participants will be able to perform various sampling techniques by selecting the appropriate technique and equipment based on the incident conditions. Participants will also select proper labeling techniques and respond appropriately to various HazMat incidents. PreRequisite Personnel should be assigned to positions from which they would likely make a hazardous material response to a WMD incident, or be assigned to a position in which they will develop departmental policies and procedures regarding WMD emergency responder actions, or be assigned to positions from which they will develop or deliver WMD training to prepare their departments to respond to such incidents. This course is intended primarily for HazMat technicians. This course is also intended for law enforcement personnel tasked with supporting the operational phase of a WMD incident and transitioning into the crime scene investigation phase; laboratory; public health; and environmental personnel. The following recommended prerequisites apply to personnel attending this course: • Successful completion of a WMD awareness-level training course • Current HazMat technician-level certification • Respiratory medical clearance for wearing Level C PPE (29 Code of Federal Regulations [CFR] 1910.134) Participants must be trained in PPE and medically cleared by their agency to operate in PPE.
Target Audience Public Safety CBRNE Response–Sampling Techniques and Guidelines takes a proactive approach to response training by recognizing the diverse communities that must partner together in response to a suspected WMD incident
Approximately 80% of the course participants will be the emergency responders most likely to be called upon to operate within the exclusion zone of a WMD incident involving hazardous materials—the responders able to utilize personal protective equipment (PPE) at Level C or higher, employ monitoring and detection devices and procedures, and (potentially) obtain samples from the scene for analysis
However, because WMD response is multidisciplinary in nature, the course will also be useful to responders who work with HazMat teams in roles that may not require exclusion zone entry
This second group includes law enforcement, public health, and other personnel with the responsibility to receive and transport a sample from the HazMat team to a designated laboratory
In addition, the course provides vital information to supervisory and management personnel responsible for developing policies and procedures governing emergency responder actions during WMD terrorist incidents
This course presents information on how participants can effectively interact with other local, state, and federal partners to respond efficiently to such an emergency
