Description
|
Any community is vulnerable to a challenging public safety situation—an active shooter at a shopping mall; a train derailment with hazardous chemicals; a bombing incident in a commercial district; a plane crash; or a chemical, biological, radiological, or nuclear (CBRN) attack. These types of attacks require all available resources and may expand past a single jurisdiction’s capabilities. Because a single agency is unlikely to be equipped to handle such an event, it is critical that effective and efficient coordination efforts be in place among cooperative agencies. These attacks, known as complex coordinated attacks (CCA), involve multiple threats that often
exceed conventional response tactics and require a joint response involving members from varying disciplines and jurisdictions. This course will enhance the response capabilities of first responders to CCAs through classroom instruction and a practical exercise.

It is highly recommended that participants complete the following courses prior to enrolling in
Critical Decision Making for Complex Coordinated Attacks:
IS-100.b Introduction to Incident Command System, ICS-100
IS-200.b ICS for Single Resources and Initial Action Incidents
To enroll in this course, participants must be US citizens and must possess or obtain a FEMA
student identification number (SID).

Target Audience
|
The primary target audience for Critical Decision Making for Complex Coordinated Attacks
includes law enforcement, fire services, and emergency medical services (EMS), including
those who are likely to assume command at some point during response to a CCA This role
may potentially be filled by a line-level officer who assumes command as the first person on
scene, or it may be the higher-ranking officer who follows and relieves the initial on-scene officer
of that role Though the personnel who assume this role may vary from agency to agency, the
law enforcement audience would include patrol officers, who are most likely to be first on scene
and serve as initial Incident Commanders (IC), as well as supervisory officers, such as
sergeants, lieutenants, or captains, who are likely to arrive and assume command Similarly, the
fire service and EMS audience would range in command level from engineers or firefighters to
battalion chiefs or captains Because communications and information sharing play such a
critical role in the CCA response, dispatch supervisors for law enforcement, fire services, and
EMS are also included in the target audience
In order to achieve the desired goal, the course will require an integrated audience of law
enforcement, fire service, and EMS personnel
The secondary audience includes personnel from emergency management, public health,
medical care facilities, other governmental departments or agencies, and the private sector who
may be involved in the response to a CCA or who might assist public safety responders
